Transformational Government is central in the Prime Minister's "UK Online" vision of Britain and there is increasing pressure from the Department for Communities and Local Government (DCLG) for local government to meet Transformational Government standards. With an industry-wide move towards OS MasterMap® data, coupled with pressure to meet Transformational Government requirements. Dotted Eyes won a tender to provide LCC with a solution to clean existing spatial data and enable staff to maintain the data and associated metadata in a controlled company wide system. A key requirement for LCC was a solution that could be integrated easily into existing line of business systems without deploying complex GIS tools which can be costly, time consuming and require specialist skills.

Dotted Eyes partnered with eSpatial and Laser-Scan to deliver the combined solution based the Confedera Suite™ (a spatial data management solution designed specifically for the UK Public Sector) which integrates their technologies with existing internal systems, supporting ease of use by non-GIS specialists.

Dotted Eyes, through the ResponseMX development platform, provides sophisticated capabilities such as dynamically generated custom mapping and web publishing of spatial data from Oracle 10g, Leicestershire’s chosen spatial data store. SuperpOSe loads both OS MasterMap and business data in an interoperable way.

eSpatial’s iSMART Editor provides LCC with a network-centric, web deployable tool for spatial data capture, viewing and editing. Called from ResponseMX, iSMART Editor’s user interface is customized to the specific needs of the user ensuring efficient and effective data capture. Use of Editor is centrally controlled based on the role and associated privileges of each user on the system. iSMART Editor provides the support for element and layer based discovery metadata and maintenance in line with UK eGovernment standards (eGMS & GEMINI).

Laser-Scan’s Radius Topology provided the initial batch data cleaning and continuously acts as a 'gatekeeper', by only allowing clean, accurate data to enter the database, a crucial requirement for enterprise-wide data management. Any inconsistent data is now automatically corrected, thanks to a set of user-defined rules and without any significant disruption to existing IT workflows.
